Trump's IRS Staffing Reversal: A Clash Over Customer Service Funding

While mostly hoping to slash the agency, there is one part of the Internal Revenue Service where President Trump is seeking to significantly add staffing: customer service. The White House aims to bring on thousands of additional customer service representatives to handle the 100 million phone calls IRS receives annually and assist taxpayers at in-person facilities. However, House Republicans have rejected this vision, continuing their push to reduce the IRS workforce after President Biden's hiring spree funded by the Inflation Reduction Act.
The Trump administration has already overseen the departure of 25,000 IRS employees but now warns of dire consequences without hiring a significant portion back. In its fiscal 2026 budget proposal, the administration requested a 31% funding increase for the IRS’ Taxpayer Services division to hire 11,000 employees, a nearly 50% staffing increase. Without this investment, IRS's service level to taxpayers could drop from 85% in 2025 to just 16% in 2026.
IRS has shed 8,600 employees from Taxpayer Services, about 20% of the division’s workforce, through incentives and delayed separations to avoid disrupting the tax filing season. The Fiscal 2026 Financial Services and General Government appropriations bill proposes keeping Taxpayer Services funding flat at $2.8 billion, ignoring the requested $853 million boost, and slashing the enforcement budget nearly in half.
Doreen Greenwald, president of the National Treasury Employees Union, criticized the Republican proposal, warning of backlogs, slower refunds, more uncollected taxes, and fewer tax cheats caught. Rep. Steny Hoyer, D-Md., also decried the cuts, highlighting their impact on customer service for Americans.
Despite these efforts, Trump's overall goal remains a dramatic reduction in the IRS workforce, with 25% already shed, erasing Biden's hiring gains. The agency has yet to implement widespread layoffs but is preparing for significant reductions in force.
