"I knew I was behind," she said, "but not that much."

Sanders eventually learned she had been charged $399 for a deposit fee. A helpful customer service representative recalculated and told her the charge should actually be around $185.

While this was a relief, Sanders expressed concern about the practice of charging people when they're already behind on bills.

"It sounds punitive for experiencing poverty or some type of hardship," she said.

Sanders also criticized AES's description of the problem affecting only a "small number" of accounts, noting that "maybe it's small because you have the extra $300 laying around. But a lot of people don't."
